Best for HDB and condo owners who want one contractor's own teams on every trade

Listed in HDB's Directory of Renovation Contractors as Startec Construction Pte. Ltd., reference HB-11-5698A: status Active, expiry date 2 November 2027, and no demerit points in the past 24 months, as read on 7 October 2026.

Registered with BCA for interior decoration and finishing works (workhead CR06, grade L1) to 1 February 2029.

Says its carpentry, electrical, plumbing and tiling are done by its own teams, not subcontractors, and that its carpentry is built at its own factory in Toa Payoh, which customers can visit by appointment; some specialist items still go to a specialist.

Renovates HDB flats, both new BTO flats and resale flats, and private condominiums; says it submits the HDB renovation permit itself and that a whole flat takes about eight weeks, depending on scope.

Says it quotes in writing with no hidden costs, and that its team sends photos at the end of each working day.

Open Monday to Saturday, 9 am to 6 pm, and closed on Sunday; the first consultation is free.

A company since April 2018.

Startec Construction's site states its HDB directory reference, its BCA registration with its expiry month and its company number, and each one matches the register. It also says something most renovation sites do not: that HDB lists contractors and does not license or endorse them. That, and its plain statement of who does the work, is why it comes first.

It says the core trades are done by its own carpenters, electrician, plumbers and tilers, with the carpentry built at its own factory in Toa Payoh. It publishes no prices and has been a company only since 2018.

2. Larry Contractors

Best for Direct contracting with its own carpentry workshop, from HDB flats to landed homes

Listed in HDB's Directory of Renovation Contractors as Larry Contractors (Pte. Ltd.), reference HB-09-5667H: status Active, expiry date 13 September 2027, and no demerit points in the past 24 months, as read on 7 October 2026.

Its site names Wong Lye Pte Ltd as its parent company; BCA's directory lists Wong Lye Pte Ltd, at the same address, as a licensed General Builder Class 2 to 24 April 2028. Larry Contractors itself does not appear in BCA's directory.

Says it is a direct contractor that makes custom carpentry at its own workshop in Singapore, with no interior designer in between.

Takes on HDB flats, condominiums, landed homes, including additions and alterations, and commercial spaces.

Publishes cost guides, not fixed prices: S$18,000 to S$45,000 for a 3-room HDB flat, S$25,000 to S$65,000 for a 4-room flat and S$35,000 to S$80,000 or more for a 5-room or executive flat; says every quotation is itemised.

Says its warranty is given in writing: 12 months on standard workmanship from handover and five years on exterior wall painting, with the period for each item written into the quotation.

Operating hours are Monday to Saturday, 9 am to 6 pm; it says it replies to enquiries within one to three working days.

Its site says it has worked since 2009; the company was registered on 1 September 2016.

Larry Contractors sets out its terms more fully than most: a written warranty with a period for each item, cost guides by flat type and an itemised quotation. It says it makes its carpentry at its own workshop and deals with owners directly.

For landed homes, the builder's licence is held by Wong Lye Pte Ltd, which its site names as its parent company, so ask which company signs your contract. Its site says it has worked since 2009, while the company itself was registered in 2016.

3. RCS Renovation Contractor Singapore

Best for HDB owners who want a fixed package price before the first meeting

Listed in HDB's Directory of Renovation Contractors as Renovation Contractor Singapore, reference HB-11-5877Z: status Active, expiry date 23 November 2026, and no demerit points in the past 24 months, as read on 7 October 2026.

Registered with BCA for interior decoration and finishing works (workhead CR06, grade L1) to 1 July 2028.

Publishes fixed package prices for 3-room, 4-room and 5-room HDB flats: move-in packages for new BTO flats from S$7,290 to S$8,190, bare-unit BTO packages from S$12,990 to S$19,990, and whole-house packages for resale flats from S$28,990 to S$41,590.

Says each package is a starting scope that can be changed, and that a 10% deposit confirms the job.

Describes a five-phase method from planning to handover, with the timeline kept on a shared calendar.

A business registered in January 2019, as a sole proprietorship or partnership, not a company.

RCS is the only provider on this page that publishes fixed package prices: packages for 3-room, 4-room and 5-room flats, new or resale. A reader can see a starting figure before making contact, and it says the packages can be changed.

HDB's directory gives its expiry date as 23 November 2026, so check that the listing has been renewed. It is registered as a sole proprietorship or partnership, not a company, and its site does not state opening hours.

4. Hoong Fatt Heng Renovation

Best for Owners who want a long-established direct contractor, with offices in the east and the west

Listed in HDB's Directory of Renovation Contractors as Hoong Fatt Heng Renovation Pte. Ltd., reference HB-09-4071G: status Active, expiry date 19 September 2030, and no demerit points in the past 24 months, as read on 7 October 2026.

Says it was founded in 1981; ACRA's records show a business named Hoong Fatt Heng Renovation Works registered in May 1981, and the present company from January 2015.

HFH Design & Build Pte Ltd, which its site names beside it and which shares its Changi Road address, is CaseTrust-accredited to 14 June 2030 and registered with BCA for interior decoration and finishing works (workhead CR06, grade L1) to 1 September 2027; Hoong Fatt Heng Renovation Pte Ltd itself is on neither list.

Offers direct renovation services for homes and shops: hacking, carpentry, painting, tiling, false ceilings and partitions, basic plumbing and electrical work, and doors and windows.

Has two offices, at Changi Road and at Tradehub 21 in Boon Lay Way, open Monday to Friday 10 am to 7 pm and Saturday 11 am to 5 pm, by appointment; it takes WhatsApp messages and says it cannot answer voice calls.

Hoong Fatt Heng says it was founded in 1981, and ACRA's records bear that out: a business of that name was registered that year. It describes itself as a direct contractor and lists the trades it handles, from hacking to doors and windows.

The CaseTrust accreditation and the BCA registration sit with HFH Design & Build Pte Ltd, the company named beside it on its site, so ask which company your contract is with. It publishes no prices and states no warranty period.

5. Leong Yik Engineering & Contractor

Best for Tiling, screed, waterproofing and repair work by a contractor on all three registers

Listed in HDB's Directory of Renovation Contractors as Leong Yik Engineering & Contractor Pte. Ltd., reference HB-10-5361H: status Active, expiry date 25 October 2027, and no demerit points in the past 24 months, as read on 7 October 2026.

CaseTrust-accredited as a renovation business to 8 April 2030, on CASE's published list.

A licensed General Builder Class 2 to 21 September 2027, and registered with BCA for interior decoration and finishing works (CR06, grade L2), waterproofing installation (CR13, grade L1) and demolition (CR03), among other workheads, to 1 September 2029.

Its services include floor tiling, cement screed, hacking and demolition, plumbing and sanitary work, waterproofing, spalling concrete repair and handyman jobs, for homes and for commercial premises.

Says it holds bizSAFE Star, a workplace safety and health certification, and offers a free consultation.

A company since June 2017.

Leong Yik is the only provider on this page that appears in its own name on all three registers read for it: HDB's directory, CASE's list of CaseTrust-accredited renovation businesses and BCA's list of licensed builders. Under CaseTrust, a renovation business must cover deposits with a performance bond and use CASE's standard contract.

Much of its site is written for commercial clients, and the work it lists for homes is by trade, such as tiling, screed, waterproofing and concrete repair, not whole-home packages. It publishes no prices and no opening hours.

Publishes starting prices: BTO packages from S$5,999 and HDB resale packages from S$18,799; says every quotation is itemised by trade and that an accurate figure needs a site survey.

Says it is a direct contractor with its own carpentry factory and in-house trades.

Takes on HDB flats, condominiums and landed homes, and fits out offices, shops and food outlets; says it runs a 48-hour water ponding test on every renovated wet area.

Says it holds bizSAFE Level 3, a workplace safety and health certification.

A company since January 2021.

Nouvelle Workz publishes starting prices for new and resale flats and says each quotation is broken down by trade. Its BCA registration and its HDB listing are both in its own name, and HDB's directory gives its expiry date as 2030.

It is the youngest company on this page, incorporated in 2021. Its site promises warranty coverage at handover without stating the period, so ask for it in writing.

7. Teng Hong Renovate

Best for Owners who want a long-running direct contractor with its own carpentry team

Listed in HDB's Directory of Renovation Contractors as Teng Hong Renovation Construction, reference HB-08-2201E: status Active, expiry date 31 July 2027, and no demerit points in the past 24 months, as read on 7 October 2026.

Teng Hong Renovate Private Limited, a company at the same Loyang Way address, is a licensed General Builder Class 2 to 5 March 2029 and is registered with BCA for interior decoration and finishing works (workhead CR06, grade L1) to 1 May 2029.

Says it started some 40 years ago as a tiling specialist; the business in HDB's directory was registered in February 1995.

Describes itself as a direct contractor with in-house expertise across electrical, plumbing and air-conditioning changes, painting, tiling and surface tops, and custom carpentry, and has its own woodworking and carpentry team.

Offers consultation, 2D and 3D drawings of the agreed ideas, and management of the whole renovation.

Teng Hong Renovate says it began as a tiling specialist some 40 years ago and now covers every trade of an interior renovation with in-house expertise, including its own carpentry team. The registers show a business of that name in HDB's directory, registered since 1995, and a company at the same address holding a builder's licence.

Its site says little that can be checked: no address, no opening hours, no prices and no warranty period. That is why it sits near the end of this page.

8. Hurry General Contractor

Best for Landed homes and larger jobs that need a licensed builder

Listed in HDB's Directory of Renovation Contractors as Hurry General Contractor (Pte) Ltd, reference HB-07-3714H: status Active, expiry date 30 June 2030, and no demerit points in the past 24 months, as read on 7 October 2026.

A licensed General Builder Class 1 to 16 June 2027, the class that may take on building projects of any value; also registered with BCA for general building (CW01, grade C1) and interior decoration and finishing works (CR06, grade L3), among other workheads, to 1 December 2026.

Incorporated on 17 February 1984.

Lists building and construction, additions and alterations, structural work, mechanical and electrical work, interior design, building maintenance and facility management, for commercial and residential clients.

Says it can tender for public-sector projects of up to S$5 million.

Hurry General Contractor holds the highest class of general builder's licence, has been a company since 1984 and is also listed in HDB's directory. That suits structural work, additions and alterations, and landed homes, where works whose plans need approval must be done by a licensed builder.

It comes last because its site is written mostly for commercial and public-sector clients: it says little about home renovation, and gives no prices, opening hours or warranty for homeowners.

What does a renovation cost in Singapore?
Contractors set their own prices, and most quote after a site visit. Among the providers on this page that publish figures, the lowest-priced packages for a new BTO flat are about S$6,000 to S$8,200, and packages for a resale flat run from about S$18,800 to S$41,600, depending on the flat's size and how much is hacked; see their entries. One provider gives a guide of S$25,000 to S$65,000 for a 4-room flat. These are starting points: the final figure depends on the flat's condition, the materials and the carpentry. Ask for a quotation itemised by trade, and ask whether GST, permit fees and debris disposal are included.
How do I choose one?
Start with the home. For an HDB flat, you must engage a contractor listed in HDB's Directory of Renovation Contractors. For a landed home, building works whose plans need approval from the Commissioner of Building Control must be done by a builder licensed by BCA. Then decide how much design help you want: a direct contractor mainly builds what you specify, so most design decisions are yours. Ask who will do each trade, the contractor's own workers or subcontractors, and who answers for defects. Compare at least two itemised quotations for the same scope, and ask for the warranty period in writing.
What should I check before signing?
That the contractor is in HDB's directory, and what its entry shows: HDB's e-service "View Directory of Renovation Contractors" gives each contractor's status, expiry date, demerit points and infringements in the past 24 months. HDB lists contractors but does not endorse them or guarantee their work. Whether it is CaseTrust-accredited on CASE's own list: accredited renovation businesses must cover deposits with a performance bond, use CASE's standard contract and cap the first deposit at 20%. For a landed home, the builder's licence in BCA's directory. That water and sanitary work will be done by a PUB-licensed plumber and electrical work by a licensed electrical worker, as HDB requires.
